1. RESEARCH TO BE THE SUBJECT OF STRATEGIES AND REVIEWS
Publicy-funded research will be the subject of two separate reviews and a new national strategy, following the release of the Federal Government's statement on higher education, `Our Universities - Backing Australia's Future'.
A review of the scope for greater collaboration between universities and major Publicly Funded Research Agencies will involve all Australian public universities, CSIRO, ANSTO and DSTO, and will cover the extent to which collaboration can enhance research outcomes, achieve more efficient and effective use of resources and strengthen institutional performance.
Another review will evaluate the operation of the current research funding system including the Institutional Grants Scheme, Research Infrastructure Block Grants and the Research Training Scheme. In particular, it will assess the validity of current research performance indicators, their weightings in the performance formula, their effects on particular disciplines, universities and student groups and the effectiveness and impact of the current transition arrangements.
Finally, a taskforce chaired by DEST and involving the universities, the ARC, CSIRO, other Government funded research agencies and the States and Territories will develop a nationally integrated research infrastructure strategy to apply to public higher education institutions and all publicly funded research agencies.
2. BUSINESS/UNIVERSITY
COUNCIL TO ADVISE ON FUNDING
The Federal Government is to set up a Council for Business/Industry/ University
Collaboration to foster greater collaboration between universities, industry,
business, other education providers and communities.
The Council, which will comprise high-level representatives from business, industry
and employer groups and universities, will play an active role in the selection
of business/industry/university projects for funding.
3. FUNDING
FOR INTERNATIONAL CENTRES
The 2002-03 Federal Budget has provided $35.5 million over four years to establish International Centres of Excellence in the areas of Water Resources Management; Sports Science and Administration; Mathematics Education; and Asia Pacific Studies and Diplomacy. The funding will also be used to provide support for international activities in relation to sustainable tourism undertaken by the Cooperative Research Centres, and to establish international exchange programs for young researchers.
4. NEW
NATIONAL MEASUREMENT INSTITUTE
A new National Measurement Institute will be established in the Department of Industry, Tourism and Resources, amalgamating the CSIRO's National Measurement Laboratory (NML) with the National Standards Commission (NSC) and the Australian Government Analytical Laboratories (AGAL).
The new agency will establish, maintain and disseminate national measurement standards, provide pattern approvals and calibrate measuring devices. It will also develop chemical and biological reference standards as well as provide chemical and biological measurement services.

NEW PHARMACEUTICAL R&D SCHEME
The Pharmaceuticals Industry Investment Program (PIIP) which was established
in 1999 with $300 million over five years, is to be replaced by a new Pharmaceuticals
Partnerships Program, to be known as P3, with funding of $150 million over five
years.
P3 will provide grants to support high value pharmaceuticals research and development
in Australia. Companies which gain access to P3 through a competitive entry
program will receive thirty cents for each additional dollar they spend on eligible
R&D in Australia.
6. NEW ICT ADVISORY BODY FORMED
A new high-level group of CEOs of multinational ICT companies operating in Australia is to be formed to advise the Government, identify investment opportunities and sell Australia's ICT capabilities internationally.
The group, to be called MultiPLIERS (Multinationals Promoting Local Investment, Export opportunities and Research Strengths), will initially concentrate on identifying investment opportunities and capitalising on them; identifying impediments to investment opportunities and working to resolve them; providing advice to Government on global trends and developments; coordinating CEO participation in promoting Australia's ICT capabilities, and helping to develop, implement and promote Invest Australia's Technology Australia brand.
