1. RESEARCH REVIEWS KICKED OFF
The Federal Government has kicked off two reviews announced in the higher education packaged, Backing Australia's Future.
A Taskforce on Research Infrastructure, chaired by Dr Mike Sargent, Deputy Chancellor of the University of Canberra, will develop a national strategy for major research infrastructure to apply over the next five to ten years. The Taskforce will report by the end of the year.
The Evaluation of Knowledge and Innovation Reforms, which will focus particularly on the operation of the Research Training Scheme (RTS), the Institutional Grants Scheme and the Research Infrastructure Block Grants Scheme (RIBG), will be conducted by a team of senior officers from DEST and other departments. The evaluation team will consult with an External Reference Group to be chaired by Professor Chris Fell, President of the Federation of Australian Scientific and Technological Societies (FASTS) and including Professor Kerry Cox, Vice-Chancellor, University of Ballarat; Greg Harper, Deputy Chief Executive Officer with the Australian Research Council (ARC); and Professor Deryck M Schreuder, Vice-Chancellor and President, University of Western Australia, and President of the Australian Vice-Chancellors' Committee (AVCC).
The
evaluation team is expected to release an issues paper by the end of July, and
stakeholder workshops will be run through August and September, in Sydney, Melbourne,

2. ALP TO DEVELOP NATIONAL R&D STRATEGY
The
Federal Labor Party is planning to develop a new `nation building vision', which
will have as a key element a national research and development strategy.
The policy, which is being driven by The Shadow Minister for Industry, Innovation,
Science and Research, Senator Kim Carr, will build on the ALP's discussion paper,
Research: Engine Room of the Nation, which was released last October, and is
expected to be released by Christmas.

3. ARC RESEARCH NETWORK PROGRAM SET TO GO
The Australian Research Council is preparing to launch the new ARC Research Network Program following a round of consultation meetings over the past couple of months. The program will fund exchange of information and sharing of resources, development and implementation of integrated research plans among researchers working independently on topics of common interest, and efforts to nurture the careers of young investigators and research students by promoting a sense of community and strong, effective mentoring.
An application form for initial `seed funding' will be available online at http://www.arc.gov.au by the end of July. Full proposals for ARC Network Research Funding will be due by March next year.

4. INQUIRY INTO NSW SCIENCE AND COMMERCIALISATION
The NSW Standing Committee on State Development is conducting an inquiry into science and its commercialisation in NSW.
The Committee will review existing scientific efforts and programs in NSW public sector organisations; the opportunities for commercialising the results of scientific research; the opportunities for NSW public sector administered programs in meeting policy objectives; and the BioFirst program and the opportunities it provides for the commercialisation of research discoveries. 6. SENIOR GREENHOUSE GAS SCIENTIST

The
Department of Primary Industries (DPI) is a leading employer in rural and regional
Victoria, and has another exciting rural/regional opportunity for a Senior Greenhouse
Gas Scientist developing and conducting research relating to greenhouse gas
emissions from agricultural systems. This will form part of the DPI/DSE "Greenhouse
and climate change in Victorian Agriculture" program, which involves around
15 staff in various roles across the State. DPI is part of the Cooperative Research
Centre for Greenhouse Accounting and has strong links with researchers in other
organisations such as CSIRO, Melbourne University and University of Woolongong.
The position will focus on the following areas:
* nitrous oxide emissions from annual cropping (mainly wheat) and irrigated dairying activities; and
* the use of both micro-meteorological and chamber techniques for determining fluxes of N2O and CH4 from annual cropping and dairy pasture systems.
The successful applicant must be able to demonstrate:
* proven ability to lead, develop, implement and complete research projects in the area of micrometeorology, atmospheric chemistry, chemistry of soil volatiles or allied disciplines and a record of scientific publication;
* highly developed verbal and written communication skills with experience in delivering information to a range of audiences including research corporations, scientific community, and industry bodies;
* proven experience in working under minimal supervision and with multidisciplined teams in a highly reliable and professional manner;
* proven ability to lead and motivate a project team, providing supervision, training and development of staff;
* the ability to organise, complete and report on projects to funding bodies and relevant research groups; and
* substantial knowledge of greenhouse gas emission issues.
The
successful applicant must hold an appropriate degree in science (eg earth science,
geography or chemistry) or an equivalent qualification.
Postgraduate training and relevant experience in the area of micrometeorology,
atmospheric chemistry, chemistry of soil volatiles or allied disciplines would
be desirable. The salary range for this VPS-4 position is $51,488 to $72,609.
This role is a fixed term position for a period of 3 years.
